A method for forming a surgical tool for cutting bone or cartilage is described. The drill bit is formed from a top dome panel, a central shaft, a base, and a plurality of side panels that surround the shaft. The tool is designed to resist heat accumulation and wear on itself during excavation. This is achieved by varying both the rake angle and orientation of the cutting edge according to its latitude or location on the drill bit.
