Sidewalk blocks (15) or the like are constructed in the sidewalk (13). In a road in which a street tree (16) is planted near a boundary stone of the sidewalk (13), a plurality of rain water induction holes (20) are formed at regular intervals in the dike (12) near the street tree (16). A filth filtering hole (21) is built in an entrance of the rain water induction holes (20).
