PROBLEM TO BE SOLVED: To provide an information mediation server capable of categorizing needs information by focusing on geographical information, namely regional information and selecting a seeds provider appropriate for solving the needs on the basis of the regional information.SOLUTION: A mediation server sorts a number of pieces of needs information by regional information, and provides the needs information to a seeds provider who desires to obtain information having the regional information as an element, so that the seeds provider records proposition information applicable to request information in storage means of the mediation server, allowing a provider of the needs information to browse.
