PROBLEM TO BE SOLVED: To provide an excrement disposal material manufacturing method and an apparatus capable of obtaining an excrement disposal material in which granular materials having different lengths are mixed while omitting a mixing step. The manufacturing method includes a granulation step. The granulation step is a step of forming a plurality of granules by extruding the granulated material using the granulator 10. The granulator 10 has a die 12 and a cutter 14. A through hole 13 through which the granulated material is passed is formed in the die 12. The cutter 14 cuts the granulated material extruded from the through hole 13 while rotating along the back surface of the die 12. In the granulation step, low speed cutting for cutting the granulated material while rotating the cutter 14 at the first speed, and granulated material while rotating the cutter 14 at the second speed larger than the first speed.
