The present invention provides a water-culturing device including a water tank； a culturing bed which is formed on the upper side of the water tank and which includes the open top surface and an internal receiving space； cup-shaped culturing cuts which are separately arranged in the longitudinal direction of the culturing bed to be inclined toward the vertical direction and which includes a plurality of intake holes on the outer circumference； a jetting unit which is formed on the upper side of the culturing cups and which jets the water of the water tank to the intake holes； a circulation unit which including a first pipe of which both end are connected to the water tank and the jetting unit respectively and which supplies the water of the water tank to the jetting unit and a second pipe of which both ends are connected to the culturing bed and the water tank respectively and which re-supplies the water fill inside the receiving space to the water tank； and a water level control unit which is arranged between the culturing bed and the second pipe and which discharges the water filled inside the receiving space after a predetermined time and controls the water level of the receiving space.
