The present invention includes: a high frequency generating unit which generates high frequency; a medium frequency generating unit which generates medium frequency; a heat generating unit which generates heat; a near infrared ray LED unit which emits near infrared rays to the skin of a user; an LED unit for whitening which emits skin whitening rays to the skin of the user; and a plurality of electrodes. The present invention more includes: a first electrode unit which transmits medium frequency emitted from the medium frequency generating unit and/or heat generated in the heat generating unit to the skin of a user through the electrodes; a second electrode unit which includes a plurality of electrodes different from the first electrode unit and transmits high frequency generated in the high frequency generating unit to the skin of the user through the electrodes; a temperature sensing unit which measures the first electrode unit and the second electrode unit; a proximity sensing unit which senses whether the abdominal obesity management device becomes close to the skin of the user; a switch unit which selectively switches the high frequency generating unit, the medium frequency generating unit, and the heat generating unit; and a control unit which outputs medium frequency and/or heat to the first electrode unit by controlling the switch unit, the high frequency generating unit, the medium frequency generating unit, and the heat generating unit and controls near infrared and whitening rays toward the skin of the user by controlling the near infrared ray LED unit and the whitening LED unit.
