The present invention addresses the problem of providing a hair quality improving composition whereby body and control can be imparted to hair, a sense of volume during styling can easily be produced, and excellent feel and softness can be imparted to hair. The present invention contains one or more types of zinc compounds selected from the group consisting of zinc acetate, zinc gluconate, zinc chloride, zinc lactate, and zinc pyrrolidonecarboxylate, and provides a negatively charged hair composition.
