A functional dispenser with functions of sterilizing, deodorizing, and etiquette-bell ringing which sterilizes germs spread in a bathroom and on a mobile phone and removes odor generated in the bathroom is disclosed. The functional dispenser according to the present invention comprises a body case installed on a wall, having a space, in which a toilet roll is prepared, provided therein and a surface, through which ultraviolet rays pass, formed on the side thereof； a bobbin installed inside the body case and have the toilet roll inserted； a supplementary housing installed on the side of the body case which has a surface, through which ultraviolet rays pass, formed thereon, and having an insertion hole, in which a mobile phone is inserted, formed on the front thereof； and a UV lamp installed inside the supplementary housing and emitting ultraviolet rays onto the toilet roll and the mobile phone.
