PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion composition which gives an excellent feeling of use not sensing tackiness and slipperiness originated from surfactants, water-soluble polymers, oily ingredients, and the like, and is high in storage stability.SOLUTION: The oil-in-water type emulsion composition comprises the following ingredients (a) to (c), wherein the content of the oily ingredients is 12 to 55 mass% based on the total amount of the composition. (a) 0.05 to 1.25 mass% of a nonionic surfactant having a HLB of &ge13.5. (b) 0.1 to 2.5 mass% of a nonionic surfactant having a HLB of &le6.
