A spinal implant may include a frame having a plurality of attachment portions each configured to be received by a head of a bone anchor, a cover extending between at least two portions of the frame, and a plurality of spaces between the cover and the frame each of which is configured to accommodate the head of a bone anchor. Some embodiments may include a frame having a plurality of segments connected by joints. Some embodiments may have two or more covers in sliding engagement with one another and a plurality of attachments depending from transverse members, wherein each of the plurality of attachments includes a recess configured for receiving a mounting rod.
