PROBLEM TO BE SOLVED: To improve an image quality by appropriately removing noise from an image.
SOLUTION: A statistics value calculation part 341 performs statistics value calculation processing for calculating as statistic values a standard deviation &sigma concerning the pixel value (x-i, y-j) of a noticed pixel area Pa, which is composed of a noticed pixel Pc to be selected in a sliced image S and neighboring pixels Pn positioned close to the noticed pixel Pc, so as to successively select the plurality of pixels P as the noticed pixel Pc in the sliced image S. Then, a noise extracting part 340 extracts the noise from the sliced image S, based on the standard deviation &sigma as the statistics value calculated by the statistics value calculation part 341. The noise extracted by the noise extracting part 340 is removed from the sliced image by a noise removing part 350.
