The present invention relates to a method of manufacturing ice coated with a liquid substance. According to the present invention, the method includes: a step of supplying an ice bar having a predetermined cylindrical shape or various cross-sectional shapes； a step of cutting or smashing the supplied ice bar in a predetermined length at a low temperature； a step of forming the cut or smashed ice bar supplied through a transfer unit into ice pieces having a predetermined size； a step of polishing rough surfaces of the cut or smashed ice pieces at a low temperature； a step of filtering out ice fragments or ice pieces, smaller than a predetermined size, from the polished ice pieces； a step of repeatedly coating the surfaces of the filtered ice pieces transferred through the transfer unit with a liquid substance while rapidly freezing the ice pieces； a step of transferring the coated ice pieces through a rotor； a step of measuring the ice pieces coated with the liquid substance, supplied through the rotor, as a set quantity； and a step of putting the measured ice pieces coated with the liquid substance in a predetermined container.
