An electrochemical cell (4) is provided with a timer which controls the time the solution is electrolysed to maintain a consistent concentration of the oxidant in the solution when nebulised. A nebulising means (5) sprays the oxidant solution inside said recess onto a hand when a probe (3), such as a photo detector, detects the hand insertion. The operation is controlled by a control board (8).
