The present invention relates to a translucent oil in water (O/W) nano-emulsion cosmetic composition, which comprises high content oils (5 to 30%) and has excellent stability and, more specifically, to a nano-emulsion cosmetic composition of low viscosity physical properties (5000cps or less), and to a producing method thereof. The nano-emulsion cosmetic composition has translucent appearance by secondarily passing through a high pressure homogenizer after producing pre-emulsion applying an emulsifier.본 발명은 고함량 오일(5~30%)을 포함하는 안정도가 우수한 반투명 수중유형(O/W) 나노에멀전 화장료 조성물에 관한 것으로, 더욱 구체적으로는 유화제를 적용해 프리에멀전(Pre-Emulsion)을 만든 후 2차적으로 고압유화기(High Pressure Homogenizer)를 통과시켜 반투명한 외관을 가지는 저점도(5000cps 이하) 물성의 나노 에멀전 화장료 조성물 및 이의 제조방법에 관한 것이다.
