The extracting section 14a extracts a plurality of attribute values on the basis of the vegetation data and the terrain data for each of a plurality of regions formed by dividing the predetermined region. The generating section 14b generates information with which the plurality of attribute values extracted by the extracting section 14a are associated, for each of the plurality of regions.
