The present invention relates to a hot pack coated with a mugwort hydrogel prepared so that the medicinal ingredient of the mugwort is directly absorbed into the skin, and more specifically, a heating element that generates heat by an exothermic reaction is enclosed inside the packaging film. The packaging film is a hot pack comprising a non-woven fabric and a breathable film attached to the non-woven fabric, and applied to a surface of one side of the packaging film to apply a mugwort hydrogel to a hot pack coated with mugwort hydrogel that can be attached to the skin.
