The transplant device is provided with; a first holding unit that holds a flat board-like culture medium in which a plurality of plants is planted in a row direction and column direction; a second holding unit that holds a flat board-like cultivation panel so as to be parallel with the culture medium, the cultivation panel being provided with a plurality of plant holding holes in the row direction and the column direction; a procedure determination unit that determines, on the basis of a predetermined transplant algorithm, a procedure for transmitting from the culture medium to the holes in the cultivation panel; a moving unit for moving the first holding unit or the second holding unit so that the plants in the culture medium corresponding to the transplant procedure determined by the procedure determination unit and the cultivation panel holes are positioned vertically; and a transplant unit that, after the movement, transplants the plants by having the plants drawn or pushed into the holes, using a transplant arm that can be moved up and down in a direction perpendicular to the culture medium and the cultivation panel.
