Foam-forming formulations and methods are provided for administering a medically active agent or cosmetic or palliative compound to the skin, wound or body cavity. Foam-forming formulations contain monoglyceride crystals, an amount of hydrophilic blowing agent, water, and a medical, cosmetic or emollient compound that foams the foam-forming composition to form a foam. The foam-forming composition is suitably applied to the skin, wound and body cavity when foamed to form a foam and the foam melts at body temperature to release the contents.
