Non-invasive device to promote a localized change in a blood flow through a blood vessel in a lower leg, the device comprises: a) a plurality of electrodes (20a, 20b, 20c, 20d) that includes at least a first electrode (20a), a second electrode (20b), a third electrode (20c) and a fourth electrode (20d), each of said electrodes (20a, 20b, 20c, 20d) is operatively contacted with the lower leg; b) a signal generator (10), which is operatively connected to each side of the electrodes (20a, 20b, 20c, 20d), to provide a series of electrical impulses to the lower part of the leg through said plurality of electrodes (20a, 20b, 20c, 20d), said signal generator (10) is configured to connect to a power source; c) a control unit (14), which is associated with said signal generator (10), to control said signal generator (10) in order to produce said series of electrical stimulation pulses, said pulses have a differential of predetermined voltage, shape and duration, and d) a switching mechanism (18) designed and configured to switch electrical connections between said signal generator (10) and each of said electrodes (20a, 20b, 20c, 20d), according with a predetermined sequence, in order to provide a first voltage differential between said first electrode (20a) and said second electrode (20b), a second voltage differential between said second electrode (20b) and said third electrode (20c) followed of the first voltage differential, and a third voltage differential between said third electrode (20c) and said fourth electrode (20d) of said plurality of electrodes (20a, 20b, 20c, 20d) followed by the second voltage differential, car powered by said control unit (14) and said switching mechanism (18) being configured so that the frequency of said series of electrical stimulation pulses that are supplied to the electrodes (20a, 20b, 20c, 20d) is 5 -20 periods per minute, a period is a repetitive sequence of the first, second and third voltage differential between at least the four el
