PROBLEM TO BE SOLVED: To make it possible to accurately measure the concentration of substance to be measured in an eyeball.

SOLUTION: The reflecting light of the light of a wavelength of &lambda1 in which the absorbing property of the light by ethanol does not appear is detected the a first light detector and a second light detector (100 to 106), and the ratio of respective light receiving quantities is calculated (108). The visual line direction of the eyeball of a person to be measured is specified (112) from the calculated ratio of the light receiving quantities, and the light path length in aqueous humor of a light of a wavelength of &lambda2 form a first light source 12 is estimated (114) from the incident angle of the first light source 12 relative to the specified visual line direction and a light path length determining table of a table recording section 36, when the calculated ratio of the light receiving quantities is within a predetermined range (110). The reflected light of the light of wavelength of &lambda2 in which the absorbing property of the light appears is detected by a first light detector (116, 118) and the ethanol concentration in the aqueous humor of the eyeball is calculated (120) by using the respective light receiving quantities detected by the first light detector, the estimated light path length, and known absorbing coefficients.
