The present invention relates to a forming device and a forming method of a medicine releasing hole on a controlled release tablet. The device includes a feeding device for outputting tablets, and a machine for forming a medicine releasing hole in which the tablets can be detected and identified by a material detecting device, followed by a synchrotron, a resistance plate, and a tablet guiding and adjusting device so as to ensure the tablets to be kept a certain interval before delivered to a conveying device on the machine. After being detected and identified by the detecting device, the qualified tablets continue to be delivered to a laser punching device for forming medicine releasing holes. Then the tablets are detected and identified to be qualified by a detecting device. The qualified tablets are discharged by a guiding cylinder at an end of the conveying device, such that a purpose of automatically forming medicine releasing holes on a controlled release tablet can be achieved.
