The present invention is a topical composition comprising a mono- and / or di-cetyl ester of phosphoric acid or a salt thereof and cetyl alcohol and an inorganic phosphoric acid and a cetyl phosphate surfactant mixture consisting essentially of heavy metals and water, the surfactant being active.
