The present invention relates to a cosmetic composition containing a buckwheat bud extract as an active ingredient, and, more specifically, to a cosmetic composition containing a buckwheat bud extract having antioxidant, anti-inflammatory, whitening and anti-wrinkling activities by cultivating buckwheat buds under LED light. A manufacturing method of the cosmetic composition comprises a step of extracting buckwheat buds with 70% ethanol or 40% propanediol and a step of performing comparison evaluation after performing antioxidation activity experiment, anti-inflammatory experiment, anti-allergy experiment, melanin synthesis inhibition performance experiment, and collagen synthesis performance experiment by using the buckwheat bud extract obtained at the previous step.
