PROBLEM TO BE SOLVED: To further develop a technique of coacervate droplets of water soluble elastin to provide a skin permeable carrier which can be used as a drug delivery system (DDS) for percutaneous administration.SOLUTION: The skin permeable carrier includes nanoparticles of water soluble elastin which can carry a medicine thereon, the nanoparticles preferably having a particle size ranging from 40 to 400 nm, more preferably, from 80 to 220 nm. The carrier is produced by a method of irradiating coacervate droplets of the water soluble elastin with radiation of, for example, 5-60 kGy, to obtain particles having a particle size of nano-order.
