Composition and method for treating and/or preventing biological contamination using a biocide composition comprising at least one quaternary ammonium compound and urea. The method includes drying urea, and thereafter combining at least one quaternary ammonium compound and urea and may produce a potent biocide composition that is stable and able to chemically treat biological contamination in a variety of difficult to reach locations.
