PROBLEM TO BE SOLVED: To provide an oil-in-water emulsion type cosmetic or external preparation for skin which can give sufficient stability in a neutral region exceeding pH 6 even if compounding tranexamic acid and can give a flexible makeup film without feeling hardness after application, as well as which can give a functional satisfaction, such as a feel of penetration to the skin, moist feel, and no stickiness at the time of or after application.SOLUTION: The invention provides an oil-in-water emulsion type cosmetic or external preparation for skin containing an oil solution which is liquid at 25°C and is selected from the group consisting of (A) tranexamic acid, (B) lysophospholipid, (C) phospholipid, and (D) Hydrocarbon oil and ester oil.SELECTED DRAWING: None
