The present invention relates to a vegetation mat for installing a waterway and a construction method. In particular, a coir net is dually installed, and an adhesive is installed in the center thereof to be coupled with each other and installed in the waterway, so that seeds are contained and adhered on the coir net of the top layer thereof. Moreover, a top layer heat wire is coupled so that heat is supplied and seeds can easily germinate.
