The present invention relates to a low-vibration cutting device of a cutter having an improved eccentric power transmission structure to reduce the working fatigue due to a low-vibration design in which the centrifugal force of the rotation of a toothed blade and the inertial vibration of a working cam shaking to the left and right are reduced, and capable of improving cutting efficiency in low-speed operation since a working angle of the toothed blade compared to the eccentricity is expanded.
