PROBLEM TO BE SOLVED: To provide a double-layer type cosmetic comprising two layers of a transparent oil phase and an aqueous phase, exhibiting clear and beautiful appearance when uniformly dispersed, and enabling to become a distinct signal in use by coloring either of the oil phase and the aqueous phase, and dispersing pigments uniformly when dispersing by shaking.SOLUTION: This cosmetic comprises two layers of an oil phase and an aqueous phase, the oil phase contains a liquid oily component with 1.26-1.60 refractive index, the aqueous phase contains a liquid aqueous component with 1.33-1.55 refractive index, where the ratio of refractive indices of oil phase/aqueous phase is adjusted to be 0.98-1.02, the oil component is contained by 10-95 mass% in the total composition and the aqueous component is contained by 5-90 mass% in the total composition.
