SOLUTION: The water-soluble resin is contained in an amount of 2 to 40% by mass, the water-insoluble resin is contained in an amount of 2 to 40% by mass, and the total amount of the water-soluble resin and the water-insoluble resin is contained in an amount of 15 to 50% by mass, and the balance is a solvent.
