The present invention relates to a dispersion formulation of a cosmetic composition comprising: a water-phase part as an external phase； and an oil-phase part formed of spherical particles dispersed in the water-phase part, the spherical particles comprising an alcohol having 22 or less carbon atoms and a sucrose-based surfactant, wherein the cosmetic composition has excellent formulation stability by comprising the spherical particles, and causes no irritation when applied to the skin.
