A plasma generating device according to an embodiment of the present invention, comprises: an insulation plate； a plasma electrode plate disposed to be spaced apart from one surface of the insulation plate； a circuit board disposed in contact with the plasma electrode plate and applying a voltage to the plasma electrode plate； and an ozone removal filter disposed in contact with the circuit board to remove ozone generated from the plasma electrode plate. According to the present invention, it is possible to reduce the amount of ozone remaining in the plasma generating device.본 발명의 실시 예에 따른 플라즈마 발생 장치는, 절연판, 절연판의 일 면으로부터 이격되어 배치되는 플라즈마 전극판, 플라즈마 전극판에 접하여 배치되고 플라즈마 전극판으로 전압을 인가하는 회로 기판, 및 회로 기판에 접하며 배치되며 플라즈마 전극판으로부터 발생된 오존을 제거하기 위한 오존 제거 필터를 포함한다.
