The hydrogel layers do not contact each other, and a top surface and side walls of each electrode in the electrode pair are covered by each hydrogel layer. After the hydrogel layers contact a wound and absorb wound tissue fluid, the hydrogel layers form restrictive electronic cycling channels with the electrode pairs, so as to establish a plurality of bioelectric fields on a surface of the wound promoting wound healing.
