A patch, system and method are disclosed for delivering a permeant composition to an object via at least one path formed through a biological membrane of a subject. The patch comprises a matrix, at least one hydrophilic penetrant dispersed in the matrix, wherein at least a portion of the permeant may be dissolved in the at least one penetration enhancer dispersed in the matrix and the biological water received from the object.
