The present invention comprises: a step of preparing a mixture A by adding a neutralizing agent to polyol or water； a step of firstly heating and stirring the mixture A； a step of preparing a mixture B by adding powdered pure vitamin C to the warmed mixture A； a step of secondarily heating and stirring the mixture B when a solvent is polyol, and stirring the mixture B at a room temperature when the solvent is water； a step of preparing a vitamin C solution by cooling the mixture B to the room temperature； a step of filling a container with the prepared vitamin C solution； and a step of filling an upper part of the container filled with the vitamin C solution with an oil having a specific gravity lower than that of the vitamin C solution, sealing the container, and producing the cosmetic composition.
