Disclosed is a skin care composition comprising: (a) from about 0.001% to about 5.0% of a hydrophilic gelling agent (b) from about 0.001% to about 1.0% of a first nonionic surfactant system having a HLB value of 10 or more, preferably polysorbates (c) from about 3% to about 30% of a lower alcohol (d) from about 5% to about 40% of an oily component and (e) water.
