According to the present invention, the device includes: a support frame for forming a structure； a chamber which is installed in the upper part of the support frame, and includes an inlet for inserting materials inwards and an outlet for discharging the materials outwards； a mixing plate which is installed in the chamber to be rotatable, stores the materials inserted through the inlet of the chamber, and includes a discharge port connected to the outlet to discharge the mixed materials； a mixing unit which includes a stirring wing to stir the materials inserted into the mixing plate； a heating unit for heating the materials inserted into the mixing plate； a rotating unit for rotating the mixing plate to connect the outlet and discharge ports to discharge the mixed materials completely mixed in the mixing plate； a compressing unit installed in the lower part of the chamber to compress the mixed materials discharged from the outlet of the chamber； and a forming unit which is installed in the lower part of the compressing unit to form the compressed materials discharged from the compressing unit into a rice ball, which is small enough for a mouthful, and discharge the rice ball to the bottom.
