A surveying device 15 measures a surface profile of a terrain of a worksite 14 and generates surface profile data. Simulated route data is received indicative of a simulated route 12 of a work machine 11 moving over the terrain. Simulated machine operational data is receivedindicative of an operating parameter of the work machine moving along the simulated route. The data is processed to generate monitored operating condition data indicative of a monitored operating condition of work machine. A work machine moves along a route over the terrain in accordance with the operating parameter and generates machine operational data indicative of the operating parameter. A navigation system determines the route and generates route data. The simulated route data and actual route data are processed and the simulated route data is updated based upon actual route data. The simulated machine operational data and actual machine operational data are processed and the simulated machine operational data is updated.
