A device for providing a fluid under pressure, comprising: a reservoir for containing said fluid under pressure at a first pressure level； a supply pipe for receiving said fluid under pressure at said first pressure level； a pressure control fluid control mechanism providing fluid under pressure； a fluid delivery tube for providing fluid under pressure at a second pressure level, said delivery tube extending from one end of the the tank； a filling cover for closing the second end of the specified tank, and the specified filling cover is made with the possibility of opening it； a flow regulator for providing fluid under pressure at said second pressure level and with a substantially constant flow rate while maintaining said first pressure between an upper limit and a lower limit of pressure levels. 2. The device according to claim 1, further comprising a mixer, said mixer comprising: a roller casing comprising: a central rod； a circular groove made around the specified central rod； several ribs radially extending from the specified casing； fluid inlet opening said fluid to said casing through said groove； a roller casing cover comprising a pressure outlet for the fluid； a roller made with the possibility of free installation inside the specified groove so that the fluid under pressure when flowing through the specified input1.
