PURPOSE: A user action measurement apparatus and method are provided to continuously observe the action of a user without separate dedicated equipment by estimating the action of the user by using various sensing data of a portable terminal.CONSTITUTION: A sensor unit(101) senses a portable terminal or various information related to a portable terminal user. A sensing data collecting unit(102) collects sensing data of the sensor unit. A positioning unit(103) obtains posture data of the portable terminal by using the sensing data and determines location of the portable terminal by using a location model(121) which includes the posture data patterned according to the location of the portable terminal. An action determining unit(104) determines an action of the user by using an action model(122) which includes the sensing data patterned according to the location of the portable terminal and the action of the portable terminal user.
