PROBLEM TO BE SOLVED: To provide oil-in-water emulsion compositions that can give an actual feeling of tension and elasticity from immediately after an application, can give an actual feeling of the improvement of wrinkles, sagging, and skin brightness by continuous use, have less temperature-dependent viscosity, and have excellent emulsification stability that results in excellent dischargeability from a dispenser container.SOLUTION: The present invention provides an oil-in-water emulsion composition containing the following component (A)-(D): (A) nicotinic acid amide (B) acylamino acid or a salt thereof (C) sterol ester and (D) a higher alcohol having 16-24 carbon atoms, the composition containing 1-10 mass% of the component (A) to the total mass of the composition, 0.05-1 mass% of the component (B) which is glutamic acid as an acyl group of C8-20 or a salt thereof, 0.1-5 mass% of the component (C) which is ester of sterol with one or more kinds selected from fatty acids, acylamino acid, and dimer dilinoleic acid, and 0.1-2 mass% of the component (D).
