PROBLEM TO BE SOLVED: To provide a greening construction method by which germination of weeds in an early stage after construction is inhibited without using herbicide, a constructed surface is dominant with a native plant, and stability and biodiversity of a construction ground are maintained.SOLUTION: The vegetation-controlling greening construction method comprises storing surface soil collected around the construction ground at non-low temperature with no addition of water so as to keep the rest state of weed seeds included in the surface soil as buried seeds to inhibit germination of the seeds.
