PROBLEM TO BE SOLVED: To provide a powdery cosmetic containing a hydrophobized composition, more specifically, a hydrous powder cosmetic capable of mitigating squeaky feeling and sticky feeling specific to application of a hydrous powder cosmetic, having good fresh touch feeling and spreadability, enhancing adhesion to the skin, improving skin texture and forming a cosmetic film giving transparent feeling.SOLUTION: A hydrous powder cosmetic contains the following components (A) to (E) (A) a hydrophobic powder having a specific surface area of 80 m/g or more, (B) an aqueous gelatinizer, (C) water, (D) one or two or more extender powders selected from silicone-treated talc, silicone-treated mica, silicone-treated sericite and silicone-treated synthetic mica, and (E) one or two or more powders selected from silicone resin powders and (meth)acrylate alkyl (co)polymer powders and having an average particle diameter of 1 to 50 &mum. The cosmetic is characterized in that water is released by inunction.
