PROBLEM TO BE SOLVED: To provide a content usage management device, content usage management method, and content usage management program capable of providing added value to the coverage area of a wireless communication device such as a wireless LAN access point.SOLUTION: A content usage management device according to an embodiment of the present invention comprises: license generation means for generating content license information in response to a content usage request from a wireless terminal within a communication area of wireless communication means if license conditions for a content that are stored in license condition storage means are met; information transmitting means for transmitting the license information generated by the license generation means to the wireless terminal; and license condition change means for changing the license conditions depending on a state of space corresponding to the communication area of the wireless communication means.
