PROBLEM TO BE SOLVED: To provide a seedling transplanter including a levelling device which hardly allows mud to enter into a gap part between a puddling rotor and a rotor cover and can easily remove the mud having entered thereinto.SOLUTION: The seedling transplanter includes: floats 2, 3 arranged on a rear side of a travel vehicle body 1 and levelling a soil surface a paddling rotor 4 arranged on a front side of the floats 2, 3 and puddling the soil surface and a seedling planting part 8 planting a seedling on the soil surface having been levelled by the floats 2, 3 and the paddling rotor 4 and arranged to be lifted/lowered.
