PROBLEM TO BE SOLVED: To provide a scalp washing brush capable of giving high massage actual feeling while retaining detergency to the scalp and the hair.SOLUTION: A scalp washing brush includes: a base having an insertion hole in a brush surface a brush member having a flat plate part with flexibility, and a flexible projection part inserted into the insertion hole and extending in a first direction crossing one surface, in a first area on one surface side of the flat plate part, facing a surface opposing to the brush surface and a frame having an opening fitted with the base and the brush member and formed in a hollow shape.
