PROBLEM TO BE SOLVED: To provide a plant transplanting device which achieves rapid and stable transplantation with simple structure and low costs, and is easy to automate, while preventing plant damage.SOLUTION: A plant transplanting device 100 for transplanting a seedbed B from a plant holder 110 to a cultivation pallet 120 comprises a holder holding mechanism 130 and a palette holding mechanism 140, and a transport mechanism 150 for moving the seedbed B held by a holder seedbed holding part 111 along the up-and-down direction, and inserting into a palette seedbed holding part 121. The transport mechanism 150 has a vertically moving part 152 and a supporter 151, and the vertically moving part 152 is provided rotatably to the supporter 151, while having an engagement part 152a which is engageable with the seedbed B.
