The present invention provides a hydrogel which forms a polymer network structure in which a polymer A and a polymer B are interpenetrated. Specifically, the polymer A includes 2-hydroxyethylmethacrylate (HEMA) polymerized and crosslinked with each other by a covalent crosslinker, and the polymer B includes alginate crosslinked with each other by an ionic crosslinker, wherein a weight ratio of the HEMA and the alginate is 1 : 0.02 - 0.15, and the hydrogel has a water content of 50-70%. Accordingly, the hydrogel shows excellent biocompatibility, elasticity, and flexibility, and has improved strength and load distribution ability, and in particular, has significantly improved modulus, which was a shortcoming of pre-existing hydrogels.
