PROBLEM TO BE SOLVED: To provide a compound having a tyrosinase inhibitory activity, and to provide a tyrosinase inhibitor containing the compound as an active ingredient, further to provide a skin whitening cosmetic having an excellent skin whitening effect such as prevention or improvement of abnormal melanin pigment deposit on the epidermis of mammals, and to provide a pharmaceutical composition suppressing overproduction of dopamine.SOLUTION: There are disclosed an extract from seeds of safflower and a compound represented by formula (I) or a salt thereof, the skin whitening cosmetic and the pharmaceutical composition including them.
