PROBLEM TO BE SOLVED: To provide a greening base material scarcely causing erosion and effusion of the material by rainfall and spring water without using a wire net by effectively activating coal ash and foam glass as industrial wastes. SOLUTION: The greening base material is used for greening construction method for introducing plants by blowing a growing base material to the slope. The greening base material is obtained by adding cement as a solidifying material to bark compost obtained by composing chip of an uprooting material and coal ash, mixing the mixture with seeds so as to contain 5% to 25% coal ash.
